This position serves as the Fiscal Officer for the Office of Realty & Capital Planning; maintains official books of accounts for the Department's Capital Improvement Program; Manages the division program's database; provides technical assistance on architectural, engineering and design projects; reviews purchase requests; and performs internal audits
1. Serves as the Fiscal Officer for the Department's Office of realty and Capital Planning.
2. Maintains official books of accounts for the Department of Capital improvement Program.
3. Manages the Office of realty and Capital planning's Capital Program's Database:
4. Serves as full-line supervisor.
• Assigns and reviews work
• Provides guidance and training to assigned staff
• Counsels staff regarding work performance
• Reassigns staff to meet day-to-day operating needs
• Establishes annual goals and objectives
• Approves time off
• Adjusts first level grievances
• Effectively recommends and imposes discipline up to and including discharge
• Prepares and signs performance evaluations
• Determines and recommends staffing needs
5. Provides technical assistance on architectural, engineering and design projects:
• Reviews project design plans for program combability and completeness.
• Reviews capital project documentation for accuracy and compliance with State law and Department policy to ensure fiscal control for the Department.
• Serves on project task forces.
• Represents the Department at public meetings.
• Organizes and conducts public information meetings regarding the capital program.
• Establishes and maintains liaison with local units of government affected by project activities.
• Responds to legislative inquiries on project progress.
6. Reviews purchase requests to determine if a Procurement Business Case is applicable:
• Reviews and directs the obligation of Office of Realty & Capital Planning contracts/purchasesincluding renewals, amendments, increase, decreases and cancellations.
• Coordinates input, reconciliation and requires system approvals.
• Monitors Office of Water Resources & Coastal contracts, purchases and obligations to ensure compliance with the Procurement Code, Procurement Rules and other administrative policies and procedures.
• Alerts management of unusual purchase or circumstances.
7. Performs internal audits of income control forms, such as site rentals and reservations:
• Independently accounts for those income sources.
• Reconciles revenue transmittals with the Department's Revenue Accounting Report.
• Reviews financial reports prepares by Office of Reality & Capital Planning.
8. Prepares responses to audit finding requests, Court of Claims, legislativeand other governmental entities:
• Reviews audit findings and recommends procedural changes to address.
9. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
1. Requires knowledge, skill and mental development equivalent to completion of four years of college with courses in business administration and accounting.
2. Requires three years of progressively responsible administrative experience in a public or business organization.
1. Prefers two (2) years of knowledge of law, rules and regulations relating to accounting.
2. Prefers two (2) years of ability to utilize complex accounting systems and excel computersoftware/programs.
3. Prefers one (1) years working experience and knowledge of General Accepted Accounting Principles (GAAP) reports.
4. Prefers one (1) year working experience and knowledge of Procurement codes and rules.
5. Prefers two (2) years of working experience with computerized accounting systems and software of a varying scope.

The Office of Fiscal Management develops budgets, processes payroll, administers workers compensation, manages audits, collects and records cash and receivables, tracks inventory and
assets, processes vouchers, and conducts procurements, and holds responsibility for monitoring much of the Department's operational procedures, to include the review of fiscally related procedures to
ensure compliance with all rules, regulations and accounting standard.
