The successful candidate for this position will be a 1099 contractor with Music Ministry International and be responsible for the following:
1.0 BACKGROUND
1.1 The Andersen Air Force Base (AFB) Chapel provides religious support for all personnel and family members attending services and programs. The organization provides guidance in matters concerning the free exercise of religious beliefs and religious services relating to the spiritual needs. Additionally, the Chapel provides programs to strengthen and support the morale, spiritual and interpersonal relationships of the patrons it serves.
2.0 OBJECTIVE/SCOPE
2.1 The Anderson AFB Chapel seeks a Gospel Service Music Director. The Gospel Service
Music Director will be responsible for the technical knowledge and experience in creating proper musical flow in Gospel worship services. This procurement is for non-personal services.
3.0 QUALIFICATIONS
3.1 Service provider must be experienced in leading service music within the church community.
3.2 Service provider must have a degree, or comparable formal music training experience leading service music performance and/or choral arts.
3.3 Service provider must have experience in recruiting/training/leading a musical team consisting of vocalists and instrumentalists, including the recruitment and training singers.
Instruments may include keyboards, electric/acoustic guitars, bass guitar, and percussion.
3.4 Service provider must be at least 18 years of age.
3.5 Service provider must be able to provide music from the established and approved hymnals and other resources as needed.
3.6 Service provider will be interviewed either in person or by teleconference by Chapel Service personnel panel to include the Wing Chaplain (or designee) prior to determine qualifications.
3.7 Service provide must include a resume, or proof of qualifications, with submission of their quote.
4.0 PROVISIONS
4.1 Music director must provide personal transportation to and from the work center to meet the requirements of the agreement.
4.2 Music director must provide a minimum of two service units per week: (one service and one practice). See Section 6. Rehearsal times may change only in coordination with the Chaplain in charge of the service. Each rehearsal requires a minimum of 2 hours, and may require up to 3 hours for special rehearsals such as workshops or anniversary rehearsals.
Worship Service hours are not negotiable unless the Chaplain adjusts the worship service schedule. Service unit to be paid under the contract will based upon actual work performed by the music director and accepted by the government. Service units under this contract shall not exceed 128 sessions per year. Invoices shall be submitted electronically via the government wide area workflow system.
4.3 In addition to weekly rehearsals and performances, the Music Director may be requested by the Wing Chaplain, or an appropriate Andersen Chapel representative to perform no more than 12 special services to include Christmas, Easter, Choir workshops, funerals and other sacred services as required. Each special service will require a minimum of 2 hours and may require additional hours depending on the situation. Special services may be performed at alternate locations on Guam including local funeral homes. The Music Director will be given a minimum of 48 hours advance notice of request for required special services.
4.4 The Director will be provided with appropriate music supplies and equipment.
5.0 PERFORMANCE REQUIREMENTS
5.1 Director must provide leadership for the musical portions of the worship services.
5.2 Director will direct the vocalists, musicians, accompanists, and/or the congregation in musical selections during worship service.
5.3 Director must work in conjunction with the Wing Chaplain (or their designate) in the selection, preparation and performance of music, which relates to the theme established by scripture reading, chaplains topic/theme, and/or religious season. Special music information will be turned in to the chaplain in charge of the service no later than Tuesday,
10 AM prior to the following weekend services.
5.4 Director will inspect musical equipment weekly to include piano, keyboards, guitars, drums, microphones and speakers to ensure operational capability. Notify NCOIC, Chapel Operations of any problems with the musical equipment or facility.
5.5 At the end of a rehearsal or worship service, the Director will ensure that all equipment is deactivated and all equipment/furnishings are returned to their proper place.
5.6 Director will wear clothing appropriate to a positive family worship environment when performing services and rehearsals. The individual will also demonstrate behavior that upholds traditional Christian values and standards appropriate for leadership in a Gospel Service.
5.7 Director must be present for the entire time period involved in any rehearsal, performance, or worship service agreed upon unless previously negotiated.
5.8 Director must be punctual for services and rehearsals unless previously negotiated. Arrival at the Andersen AFB Chapel no later than 30 minutes prior to the published start time for final run-through of music before service begins.
5.9 Director shall provide services (substitute) of someone who is of equal or greater qualification when Director will be absent from a required rehearsal or performance. Prior approval for absences and substitutes is required from the music director at least two (2) weeks prior to the service, unless an emergency. (See Section 7)
5.10 Director must adhere to computer security requirements and usage.
5.11 Director must maintain professional, courteous relationship with Chaplain Service staff,
other chapel community non-personal service vendors, music directors and chapel community participants.
5.12 Director will be responsible for gaining base access and completing all required documentation in accordance with Andersen AFB requirements, once contract is awarded.
The Chapel staff is not responsible for base access or badges after contract award.
5.13 Director must ensure they have base access/music director badge prior to start date.
5.14 No company may provide one individual to fulfill two separate contracts within the same worship service.
6.0 ESTIMATED WORKLOAD AND MAXIMUM BILLABLE SERVICE
6.1 Service Units are defined as follows: A unit is defined as any worship service, to include the warm-up/practice session immediately prior to that service. A unit is also considered a regularly scheduled practice session non-contiguous with a worship service.
1 Sunday Service = 1 Service Unit
1 Weekly Rehearsal = 1 Service Unit
1 Special Service = 1 Service Unit
1 Special Service Rehearsal = 1 Service Unit
6.2 The Music director will provide services according to this SOW for a maximum of:
a) 52 Sunday Service= 52 Service Units
b) 52 Weekly Rehearsals = 52 Service Units
c) 12 Special Service=12 Service Units
d) 12 Special Service Rehearsals= 12 Service Units
The estimated workload is 128 units for the base performance period 12 months.
This contract will be for one (1) base year and four (4) option years.
